Leadership
We believe that the Bible speaks clearly about the leadership and governance of the church. We desire to follow Scripture’s pattern and not the traditions of men. Christ has graciously given to his church two offices for its leadership: Elders and Deacons. He gives elders to shepherd his flock as undershepherds and gives deacons to assist the elders in the care of Christ’s flock.
We pray that the Lord would raise up more godly elders and deacons among us. We anticipate installing them as he gives them to his church (Eph. 4:11).
Justin Feland
Staff Pastor
Justin was born and raised south of the Twin Cities. He completed an undergraduate degree in Biblical & Theological Studies from Bethel University in 2014. He earned his Master of Divinity from The Master’s Seminary in Los Angeles, CA in 2018 and his Master of Theology at Puritan Reformed Theological Seminary in Grand Rapids, MI in 2023. Justin is married to Suzanne and they have three children: Melody, Caleb and Micah. Justin has served as a staff pastor of Shepherd Bible Church since it’s beginning in June, 2025. He enjoys reading, theological conversation, BBQ, and family time.
Rod was blessed to be saved at a young age, and is deeply thankful for the Lord’s faithful leading throughout his life.
He and his wife, Debbie, were married in 1989 and relocated from Kentucky to Minnesota in 1997. Professionally, he has spent nearly thirty years working as an engineer and engineering manager across the commercial and defense industries. He holds an MS in Electrical Engineering (1996) and recently graduated with an MA in Theology - Biblical Studies from Central Seminary (2026).
He and Debbie are incredibly thankful for how the Lord led them to be a part of the Shepherd Bible Church plant here in Rosemount. It is a joy to be among the Lord’s people, and we look forward with anticipation to how He will continue to grow us together as a church body in the future.
